Why We Need Civilian Oversight of Oakland's Police

A recent opinion piece published here asserted that “Oakland’s uniquely complex and demanding oversight system has significantly weakened the police chief’s authority and control over the police department’s operations.” This is because “Oakland’s police chief is overseen by and often must defer decision-making to no fewer than seven different entities.” The article includes an impressive chart showing all these “entities” with sinister arrows pointing at the police chief and back at the entity. With all these masters how could a police chief ever be effective?
